JEFF TERAI, President, has over 40 years experience in the marine construction and diving industry. He has worked on many high profile civil and federal projects. Typical clients are the US Navy, US Army Corps of Engineers, US Bureau of Reclamation and major US construction companies. Project locations have varied from the continental US, Alaska and Hawaii to Europe and South America.
CLIFF CENTER, Marine Construction Manager/Safety Supervisor, has 40 years of experience in civil and marine construction including as a manager and supervisor of Harbor Offshore Barriers’ projects for the past 11 years. He is a certified dynamic positioning (DP) vessel systems operator, a commercial diver and an offshore crane operator. He holds a 200-Ton Master’s License.
DAVE HUTCHINSON, Chief Financial Officer, is Harbor Offshore Barriers’ contracts administrator who ensures that all contracts are handled promptly and professionally from project start through final delivery. He holds a Masters in Business Administration from Santa Clara University, California and has over 20 years of executive level experience in the construction industry.
CHRIS GILLMORE, Senior Barrier Technician, is responsible for marine security barrier installations and maintenance. A highly experienced rigger, he was the senior barrier technician for installations in Bangor, Washington; San Diego, California; Sasebo, Japan; Rota, Spain; and Brest, France. He continues to carry out maintenance and inspection responsibilities for US Navy barrier systems in their Northwest and Southwest US regions. Since 2004, when he joined Harbor Offshore Barriers, Chris has logged more than 14,000 man-hours of barrier work and prepared thousands of maintenance reports relating to security barrier systems worldwide. His expertise includes barrier systems fabrication and large-project quality control procedures development and application.
RON BERNSTEIN, Purchasing Manager, has over 30 years experience in the acquisition of material, equipment and services for a wide array of construction field operations. As Regional Inventory Manager for Familian (now Ferguson Industrial), he was responsible for $75m+ in annual purchases and later served as Vice President for a Southern California-based general engineering contractor from 1997 to 2005. Mr. Bernstein provides Harbor Offshore Barriers’ clients with logistical planning and delivery services to ensure that project equipment and supplies are at a project site when and where needed.
DAVE WRIGHT, Senior Barrier Technician, has been with Harbor Offshore Barriers since 2003. He has served as a supervisor of over 25 barrier projects including Port Security Barrier (PSB) assembly and installation. A highly skilled welder, a Masters’ Licensed boat operator, and an offshore crane operator, Dave is authorized by Harbor Offshore Barriers to act as a marine construction supervisor and safety officer for barrier systems construction and maintenance work.
SHARMI LAYNE, Project Support Coordinator, has over 20 years experience in the construction industry, 10 of which are in heavy civil construction operations support. She participates on pre-bid site walks to evaluate project requirements, supports team building solid relationships with key existing and potential customers, and assists in drafting and finalizing project proposals.
